The Ministry of Housing, Utilities, and Urban Communities is preparing to introduce the Rent-to-Own Apartments project during 2026 as one of the key new housing initiatives aimed at low- and middle-income citizens. The project comes as part of the state’s strategy to provide flexible housing alternatives instead of traditional reservation systems that require large upfront payments.
The new approach depends on offering fully finished housing units for a fixed monthly rent while giving beneficiaries the chance to eventually own the unit under specific rules that will be officially announced later. The initiative seeks to create a balance between citizens’ financial abilities and their housing needs.
Rent-to-Own System 2026
The system is designed around providing residential units through a long-term rental arrangement, allowing beneficiaries to pay a suitable monthly rent rather than a substantial down payment for purchase.
By maintaining payments over an agreed period, citizens can gradually or fully obtain ownership rights to the unit based on the terms of the contract. This model is intended to ease financial pressure on families and provide an opportunity for homeownership without the burden of complicated mortgage obligations or high interest costs.
Project Implementation Mechanism Nationwide
The government plans to roll out the project in several phases, starting with a limited number of units to assess demand and organize reservation and allocation procedures before expanding gradually.
The strategy includes offering units in newly developed urban communities equipped with key services such as schools, commercial areas, and transportation networks. The distribution of units will also consider proximity to employment opportunities to support residential stability.
Eligible Categories for Rent-to-Own Apartments
The project is directed toward different segments of society, particularly young people who cannot afford reservation down payments, as well as low- and middle-income citizens. It also targets newly married couples, families beginning their lives together, and individuals preparing for marriage.
Priority will also be given to citizens who do not own housing units and have not previously benefited from government housing programs or mortgage finance initiatives, with preference granted to the most deserving applicants.
Main Application and Reservation Requirements
The Ministry of Housing has established several conditions to ensure support reaches eligible citizens. Among the most important requirements are that the applicant must be an Egyptian citizen and at least 21 years old at the time of application.
Applicants must also not own any residential property or land and must not have previously benefited from housing projects or subsidized mortgage finance programs. All submitted information will be carefully reviewed before approving applications to guarantee fairness in allocation.
Apartment Sizes and Finishing Specifications
The expected apartment sizes range from 75 to 90 square meters, making them suitable for small and medium-sized families. The units will be delivered fully finished and ready for immediate occupancy within integrated residential communities that include essential services, public utilities, commercial zones, and service facilities. The objective is to provide a stable living environment without requiring beneficiaries to carry out additional preparations.
Suggested Locations and Cities for the First Launch
The government is moving toward launching the first phase in several new cities and areas close to Greater Cairo, including 10th of Ramadan City, Obour City, Helwan, Maadi Al-Maasara, and Al Amal City.
These locations were selected based on the availability of infrastructure, employment opportunities, and transportation networks, helping to attract residents and support balanced urban development.
