Amendments to Building Law Regulations Simplify Permit Procedures

Eng. Nafisa Hashem, Advisor to the Minister and Supervisor of the Housing and Utilities Sector, and Chairperson of the Permanent Committee for Legislative Review at the Ministry, has revealed details about the amendments made to the Executive Regulations of the Building Law. These amendments were introduced through Minister of Housing, Utilities, and Urban Communities, Eng. Sherif El-Sherbiny’s decision No. 943 of 2024, which replaces certain provisions of the Executive Regulations added under Ministerial Decree No. 410 of 2021. The amended articles include Articles 110 bis, 112 bis 1, and 117 bis.

The Chairperson of the Permanent Committee for Legislative Review explained that the amendments focus on three key articles related to the procedures for issuing building permits within local administrative units (cities and villages). Specifically, Article 110 bis covers the issuance of a site suitability statement in terms of planning and building requirements, while Article 112 bis outlines the necessary documents for obtaining a permit. The revisions aim to reduce the required documentation, including the removal of the need for a notarized contract. Instead, applicants can now submit any documents that prove ownership.
