The Ministry of Housing, Utilities, and Urban Communities, through the Maskan Program, has announced the release of guideline booklets for reserving residential plots of land in 18 new cities at various levels (medium, distinguished, and most distinguished). The booking period runs from September 14 to November 13, 2025, with reservations available online through the program’s official website.
The offering requires applicants to be Egyptian citizens aged at least 21 years old, and they must not have previously been allocated land for themselves or their families in any of the earlier offerings. The ministry clarified that allocation priority will be given to those who commit to paying the highest percentage of the land’s total value. If applicants submit equal payment percentages, a public lottery will be held to determine the winner.

Applicants are required to complete the payment of the booking advance, in addition to administrative fees of 1% and a 0.5% fee payable to the Board of Trustees, within one month of receiving the allocation notification. The remaining land value is to be settled in three equal annual installments, with the addition of the interest rate announced by the Central Bank of Egypt. The first installment becomes due one year after the handover date.
The ministry confirmed that the allocated lands are strictly for residential use only. Changing the purpose is not allowed without prior approval from the New Urban Communities Authority. It also warned that any violation of the offering conditions, delays in payment, or construction breaches may lead to the revocation of the allocation and withdrawal of the land.
