Engineer Sherif El-Shorbiny, Minister of Housing, Utilities, and Urban Communities, issued Ministerial Decree No. 773 of 2025, which aims to estimate the average cost of constructing one square meter of buildings. The purpose of the decision is to take into account citizens’ circumstances and to encourage construction through legal permits. The decree includes an evaluation of construction costs in the cities under the New Urban Communities Authority, aligned with the classification, level, and characteristics of each city.

Engineer Nefisa Hashem, Advisor to the Ministry of Housing and Supervisor of the Housing and Utilities Sector at the ministry, explained that Article One of the decree defines these costs as follows: the cost estimate for constructing one square meter of buildings—including excavation side support, foundations, structural works, and all types of interior and exterior finishes—in the cities of the New Urban Communities Authority has been set at: 1,400 EGP per square meter in cities located within the Greater Cairo governorates and Alexandria, 1,000 EGP per square meter in cities of other governorates except Upper Egypt, and 800 EGP per square meter in Upper Egypt cities.
