Housing Ministry: 113,000 New Apartments in the Second Offering of Housing for All Egyptians 7 with Unprecedented Facilities

The Ministry of Housing, Utilities, and Urban Communities, in cooperation with the Social Housing and Mortgage Finance Support Fund, has announced the second offering of the “Housing for All Egyptians 7” project, which includes more than 113,000 residential units—either ready for delivery or under construction—in new cities and various governorates.

The total number of units offered amounts to around 113,000 apartments under the social housing system, with sizes ranging between 75 and 90 square meters.

The units are divided into two categories:

  • Ready-to-deliver units with a down payment of EGP 25,000.

  • Units under construction to be delivered within 36 months, with a down payment of EGP 50,000.

Implementation locations include New October City, Obour, 10th of Ramadan, New Mansoura, along with a group of cities and governorates across Upper Egypt and the Delta.

Benefits and Financing Plans

  • All units come fully finished and ready for immediate occupancy with no extra costs required.

  • Financing includes reduced interest rates of 8% for low-income buyers and 12% for middle-income buyers.

  • Long repayment periods of up to 20 years to ease monthly burdens.

  • Unit prices are government-subsidized and lower than free market rates, with flexible payment facilities provided.

Targeted Income Groups

  • Low-income applicants: monthly income not exceeding EGP 12,000 for individuals and EGP 15,000 for families. Down payment for reservation starts at EGP 25,000.

  • Middle-income applicants: monthly income not exceeding EGP 20,000 for individuals and EGP 25,000 for families. Down payment for reservation starts at EGP 50,000.

Online Application Steps

  1. Visit the Social Housing Fund website or the Digital Egypt platform.

  2. Create a new account or log in with an existing one.

  3. Fill out the personal and financial data form.

  4. Upload required documents, including: national ID, proof of income (such as salary slip or auditor certificate), marriage certificate, children’s birth certificates, and a recent utility bill.

  5. Pay the reservation down payment within 24 hours via Fawry or other electronic payment methods.

  6. Track the application online until results are announced.

The deadline for applications is August 28, 2025, with the Ministry urging applicants to register quickly and comply with conditions to secure the chance of obtaining a residential unit.

Basic Conditions for Application

  • Applicant must be an Egyptian citizen aged 21 to 50 years.

  • Applicant must not have previously obtained a subsidized housing unit or social housing loan.

  • Only one unit can be applied for per family (husband/wife/minor children).

  • Reservation down payment must be completed within 24 hours of online registration.
