Dr. Sayed Ismail, Deputy Minister of Housing, Utilities, and Urban Communities, chaired the meeting of the committee formed by decision of Engineer Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities. The committee is tasked with preparing a draft of the executive regulations for the Law on the Regulation of Drinking Water and Wastewater Utilities. The meeting was attended by committee members, including specialized legal advisors, representatives of the Drinking Water and Wastewater Regulatory Agency and Consumer Protection, as well as the Project Management Unit at the Ministry of Housing.
During the meeting, Dr. Sayed Ismail emphasized the importance of the committee’s role and praised the efforts exerted, stressing that preparing the executive regulations is a fundamental step toward activating the law. The articles drafted so far within the framework of the executive regulation were also reviewed.
At the conclusion of the meeting, Dr. Sayed Ismail stressed the need to accelerate the drafting process, agreeing to hold periodic committee meetings every fifteen days to finalize the draft. These meetings will be followed by broader discussion sessions that will include stakeholders from the drinking water and wastewater sector within the Ministry. The completed draft will then be submitted to Engineer Sherif El-Sherbiny for approval, in preparation for endorsement by the competent authorities.

It is noteworthy that the Law on the Regulation of Drinking Water and Wastewater Utilities, approved by the House of Representatives last May, represents a pivotal stage in the state’s efforts to achieve water security and promote environmental sustainability. The law also supports the government’s direction in encouraging investment and enhancing private sector participation in infrastructure projects, all within a constitutional and legal framework that safeguards Egypt’s national security. Furthermore, the law aims to improve the quality of services provided to citizens, transforming the drinking water and wastewater sector into an integrated system that balances quality, sustainability, and social justice, while strengthening citizens’ trust in official entities responsible for protecting their consumer rights.
