The Ministry of Housing, Utilities, and Urban Communities has announced the start of receiving applications from tenants of units under the old rent system who wish to obtain alternative units in accordance with the approved terms and procedures. Applications will open on October 1, 2025, and will continue for a period of three months. Submissions can be made through the unified electronic platform or at post office branches across the country.
Required Documents:

An official application submitted by the original tenant or the individual to whom the lease contract has been transferred.

A copy of the lease contract of the original tenant, along with documents proving the continuation of the tenancy relationship for the individual to whom the contract was transferred.

A declaration to vacate and hand over the old unit immediately upon receiving the alternative one.

A copy of the national ID card of the original tenant or the person to whom the lease contract has been extended.

Copies of national ID cards for adult family members, and birth certificates for minor children.

Documents proving the family’s marital and social status.

A document proving the household income.
For People with Disabilities:
Applicants must provide either a rehabilitation certificate or a services card issued by the Ministry of Social Solidarity, which specifies the type of disability, or a certificate issued by the authorized medical committee.
For Non-Residential Units:
Applicants are required to provide the following documents:

Proof of regular practice of the activity.

A copy of the tax card, or an official extract from the commercial register, or an activity license if available.
