Start of Down Payment and Administrative Fees for Housing for All Egyptians 7 Units

Engineer Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities, announced that Tuesday, August 5, 2025, marks the beginning of down payment and administrative fee submissions for citizens applying to reserve a residential unit as part of the second offering of the “Housing for All Egyptians 7” initiative. This initiative targets citizens from the low- and middle-income segments. Payments can be made through the automated post offices located in all cities and governorates that include the offered residential units.

The Minister clarified that Monday, August 4, 2025, was the final date allocated for citizens with disabilities to pay the down payment and administrative fees. However, he confirmed that individuals from this group can still complete their payments during the general payment period allocated for all citizens until it ends.

The Minister of Housing, Utilities, and Urban Communities further stated that citizens can still pay the registration fees and download the terms and conditions booklet through the Digital Egypt platform via the link digital.gov.eg until the end of the announcement period.

On her part, Mai Abdel Hamid, CEO of the Social Housing and Mortgage Finance Support Fund, confirmed that the second offering under the presidential initiative “Housing for All Egyptians 7,” dedicated to low- and middle-income citizens, has received widespread interest. So far, 152,122 citizens have downloaded the terms and conditions booklet.

The CEO urged all prospective applicants to carefully review the terms and conditions booklet available on the Digital Egypt platform to ensure they select the version that best suits their specific needs.

Start of Down Payment and Administrative Fees for Housing for All Egyptians 7 Units

The Digital Egypt platform provides three separate booklets under the “Housing for All Egyptians 7” initiative:

  • The first booklet is dedicated to low-income citizens applying for units in governorates where the projects are still “under construction” (delivery within 36 months). These governorates include: Beheira, New Valley, Dakahlia, Minya, Matrouh, Damietta, and the Red Sea.

  • The second booklet is for citizens applying for units that are ready for immediate delivery in: Aswan, Beni Suef, Assiut, Luxor, Giza, Fayoum, Menoufia, Minya, and Qena, as well as in Damietta (Shata and Ezbet El-Borg) and Hurghada. This category is restricted to applicants from previous designated announcements. Note that units in Damietta and the Red Sea under this category are “under construction” (delivery within 36 months).

  • The third booklet targets previous applicants from the “Housing for All Egyptians 5” announcement, who either did not meet the eligibility criteria or withdrew after paying the reservation down payment. Eligibility requires that these individuals do not already own residential units and have exceeded the income or age criteria of the previous offer.
