House of Representatives Refers the Law Regulating Homeowners’ Associations and Urban Project Services Maintenance to a Joint Committee

Speaker of the House of Representatives, Counselor Dr. Hanafy Gebaly, referred a draft law concerning the regulation of homeowners’ associations and the management and maintenance of services in urban development projects to a joint committee comprising the Housing, Public Utilities, and Urban Development Committees. This took place during Tuesday’s general session, in which the Speaker also announced the council’s intention to conclude the fifth legislative session. Gebaly began the session by delivering a speech highlighting the parliament’s accomplishments during this term.

Article 115 of the Constitution outlines the procedures for concluding a legislative session of the House of Representatives. According to the Constitution, the President of the Republic must call the House to convene its regular annual session before the first Thursday of October. If the call is not issued, the House automatically meets on that date in accordance with constitutional provisions.

A regular legislative session must last for no less than nine months. The President may dissolve the session only after obtaining the approval of the House. However, the session cannot be dissolved before the general state budget has been approved.

Likewise, Article 274 of the House’s internal regulations mirrors these procedures. It obliges the President of the Republic to invite the House to convene before the first Thursday of October. If this invitation is not issued, the House shall convene automatically on that day, following the Constitution. The regular legislative session must continue for at least nine months, unless the session starts on a date that would make this duration unachievable. The President may only dissolve the session after the House has approved the state budget.
