Dr. Manal Awad, Minister of Local Development, affirmed that the Ministry of Housing is the entity responsible for compensating those affected by the implementation of the eviction law, as her ministry does not own land in many governorates. She noted the absence of current studies on the social impact of evicting tenants after five years in accordance with the draft law. She emphasized that she would listen to the opinions of parliament members and prepare a comprehensive study to be submitted to the council. This came during a joint meeting to discuss two draft laws related to rental of properties and amendments to certain provisions of the Civil Code.
Dr. Manal Awad indicated that the government will provide measures for cases that will be evicted according to Articles 5 and 7 of the draft law. The Ministry of Local Development will survey suitable lands for establishing residential buildings and will organize a cooperation protocol with the Ministry of Housing to utilize these lands in new housing projects. The first phase will include land surveys in four governorates—Cairo, Giza, Qalyubia, and Alexandria—which represent 82% of the targeted cases. The ministry will also prepare a study to assess the social impact of housing evictions under Article 5, after listening to relevant opinions and studies.
