During today’s general session (Tuesday), Speaker of the House of Representatives, Counselor Dr. Hanafi Gebaly, referred two draft laws submitted by the government to the relevant parliamentary committees concerning amendments to the old rent law.
The referral includes a draft law addressing certain provisions related to property rental laws. The second draft law proposes amendments to Law No. 4 of 1996, which governs the application of civil law provisions to properties whose lease contracts have expired—or will expire—without any party retaining the right to remain.
Counselor Hanafi Gebaly tasked the joint committee with conducting a public dialogue on the two draft laws to gather the views of all relevant parties.
The Speaker also instructed the joint committee to consult professors of civil law and legal experts, in addition to all academic opinions relevant to the issue of old rent contracts.
Moreover, he assigned the joint committee the responsibility of ensuring that both property owners and tenants have the full opportunity to express their views and positions on the draft laws transparently and openly.
The Speaker of the House reassured citizens by emphasizing that this law will not be passed in Parliament unless it is in a balanced legislative form that guarantees the rights of both parties in the rental relationship and ensures justice between them.
