The Ministry of Housing, Utilities, and Urban Communities has prepared a “video infographic” report highlighting the key activities and events carried out by the ministry during the period from 19/4/2026 to 23/4/2026.

On 23/4/2026, Eng. Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, chaired a meeting of the Supreme Coordination Committee for Drinking Water and Sanitation Companies at the company’s headquarters.

She emphasized the importance of completing the presidential initiative “Decent Life” projects according to the specified timelines, accelerating work progress, adhering to schedules, and expediting project delivery in preparation for operation and achieving their intended benefits. She also directed the start of preparations for the second phase of the initiative by developing studies and engineering designs and coordinating with the relevant entities.

The minister also issued 30 decisions to remove encroachments and building violations in various areas under the jurisdiction of the New Urban Communities Authority in the cities and regions of New Fashn, El Shorouk, the First and Second Sectors of the North West Coast, and New Damietta.

A delegation of ministry officials, headed by Eng. Mostafa El-Naggar, First Undersecretary of the Ministry and Chairman of the Housing Finance Fund, along with fund leaders, visited Port Said Governorate to discuss supporting housing projects in the governorate.

This comes in the implementation of the directives of Eng. Randa El-Menshawy to conduct periodic follow-ups on housing and service projects affiliated with the ministry.

On 22/4/2026, Eng. Randa El-Menshawy reviewed the progress of efficiency upgrades and development works for roads, green areas, and water and sanitation networks currently being implemented in several areas within tourist villages and the cities of El Shorouk, New Minya, 10th of Ramadan, 6th of October, and Obour as part of the plan to improve services provided to citizens in new cities.

On 21/4/2026, Eng. Randa El-Menshawy met with several Senate members to discuss citizens’ demands in their electoral districts and review several vital files related to the ministry’s sectors, in a step that enhances cooperation and coordination between the executive and legislative authorities.

As part of the state’s direction toward empowering youth and preparing a second line of leadership, Eng. Randa El-Menshawy issued a decision appointing around 25 young male and female engineers as deputies to heads of authorities in several new cities, including “6th of October, Hadayek October, Sadat, El Shorouk, New Obour, and New Alamein.”

The minister also followed up on the implementation status of infrastructure development projects for industrial areas spanning around 11,000 feddans in New October City. These projects are being carried out within the framework of enhancing the industrial investment climate and providing integrated infrastructure that supports development plans.

On 20/4/2026, Eng. Randa El-Menshawy witnessed the signing ceremony of a memorandum of understanding between the Ministry of Housing—represented by the New Urban Communities Authority—China’s CITIC Construction, and the International Petroleum Services Company (ANCOM).

The agreement concerns the development, construction, and operation of a factory for the production of desalination membranes using reverse osmosis technology, used in seawater desalination plants. This comes as part of Egypt’s efforts to localize industry, especially strategic sectors. Mr. Yang Jianqiang, CEO of CITIC Construction, participated in the signing ceremony via video conference.

On the same day, Eng. Randa El-Menshawy also took part in a meeting of the Housing, Public Utilities, and Reconstruction Committee at the House of Representatives, chaired by MP Dr. Ahmed El-Sherbiny, to review the ministry’s work strategy for the coming phase, in line with the state’s direction toward accelerating urban development rates and improving citizens’ quality of life.

The minister affirmed that the ministry has adopted a more comprehensive and efficient vision to provide suitable housing for all segments of Egyptian society through several key pillars, most notably expanding the urban footprint to achieve the goals of Egypt Vision 2030.

She explained that the ministry has prepared the National Strategic Plan for Urban Development (Egypt 2052), which aims to develop infrastructure and establish new urban communities based on planning principles that ensure balanced and sustainable urban growth, positively impacting living standards, job creation, and service provision.

In implementation of the minister’s directives to enhance constructive dialogue and exchange expertise with local and international partners—supporting sustainable urban development in Egypt—and within the activities of Egypt Urban Week 2026, Eng.

Mostafa El-Naggar, Head of the Housing and Utilities Sector, participated in a panel discussion titled “Enhancing Inclusive Housing: Innovation in Implementation,” organized within the agenda of the United Nations Human Settlements Programme (UN-Habitat).

On 19/4/2026, Eng. Randa El-Menshawy announced that 4 public lotteries will be held to allocate land plots to citizens whose statuses have been regularized in the areas of “Misr El-Gedida Cooperative Association, Al-Qadisiyah, Al-Amal, and Kilometer 48” in New Obour City, on Monday and Tuesday, corresponding to 27 and 28 April, according to the schedules set for each area.

In line with the minister’s directives to prevent informal practices and preserve the civilized appearance of new cities, development authorities in several new cities continued—in coordination with all relevant entities—to carry out intensive campaigns to remove building violations and encroachments on roads and public utilities and to clear occupancies. These efforts took place in New October, 6th of October, New Cairo, El Shorouk, New Minya, and Badr.
