Engineer Randa El-Menshawy, Minister of Housing, Utilities, and Urban Communities, alongside Dr. Salwa Gawaly, Executive Director of the National Training Academy, attended the signing ceremony of a cooperation protocol between the Ministry of Housing—represented by the New Urban Communities Authority and the General Authority for Tourism Development—and the National Training Academy.
The ceremony was also attended by Dr. Walid Abbas, Deputy Minister of Housing for Urban Communities, and Dr. Taher Nasr, Deputy Executive Director of the Academy. The protocol was formally signed by Eng. Abdel Raouf El-Gheiti, supervisor of the Real Estate and Commercial Affairs Sector at the New Urban Communities Authority, representing the ministry, and Dr. Taher Nasr, deputy executive director of the academy, representing the academy.
This agreement seeks to establish a comprehensive institutional framework for developing and qualifying human resources while nurturing a new generation of executive leaders capable of sustaining the country’s development progress. This will be achieved through a modern training system aligned with the latest scientific and administrative standards.
The protocol outlines the rollout of an integrated training system across both the New Urban Communities Authority and the General Authority for Tourism Development. This system will include capability assessments, analysis of job requirements, and the development of specialized and advanced leadership programs. It will also introduce mechanisms to identify high-potential talent and empower them to assume key roles, in accordance with global best practices.

Following the signing, Engineer Randa El-Menshawy highlighted that the partnership reflects a strategic vision focused on maximizing the value of human capital as the state’s most vital asset. She emphasized that investing in people is no longer optional but essential for achieving sustainable development and strengthening competitiveness.
The minister added that the protocol represents a concrete step toward building a strong base of qualified human capital capable of effectively leading urban and tourism development. For her part, Dr. Salwa Gawaly described the cooperation as a strategic move that underscores the state’s belief in human capital as the foundation of development. She stressed that the current phase requires leaders equipped with modern management tools and strong decision-making capabilities.
She explained that the Academy operates under a comprehensive vision aimed at preparing and qualifying professionals through advanced training programs based on leading international practices.
