The Board of Directors of the New Urban Communities Authority (NUCA), chaired by Engineer Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities, held a meeting during which a set of urban incentives was approved.
These incentives aim to encourage real estate developers to adopt sustainable green building practices, with the goal of reinforcing the establishment of environmentally sustainable urban environments in Egypt’s new cities.
These facilitations apply to projects whose completion rate does not exceed 20%, as well as projects covering more than 50 feddans that follow a phased development system. The incentives are designated only for phases where execution has not yet begun and do not apply to previously completed portions.

Specialized working groups will be formed to review green urban projects, while a committee comprising representatives from NUCA, the Housing and Building National Research Center (HBRC), and city authorities will oversee inspection and follow-up to ensure proper implementation.
The incentives remain valid until May 30, 2026, with the possibility of conducting a comprehensive review to ensure adherence to green building requirements as part of the state’s long-term sustainability approach. Starting June 30, 2026, cities such as New Cairo, New Damietta, New Alamein, New Mansoura, and the New Administrative Capital will be officially designated as green cities.
In addition, all projects will be required to obtain one of the “Pyramid” sustainability certificates (Preliminary, Bronze, or Silver), with incentives granted based on the certificate level awarded to each project. A cooperation protocol is also set to be signed with the HBRC, which will be responsible for certifying green urban development projects.
