Dr. Sayed Ismail, Deputy Minister of Housing, Utilities, and Urban Communities, held a virtual meeting with a delegation from the African Development Bank to follow up on the progress of the integrated wastewater project in Luxor Governorate, which operates under a results-based financing system.
The meeting was attended by representatives from the Ministry’s Project Management Unit and officials from the Luxor Drinking Water and Wastewater Company, as part of the state’s ongoing efforts to sustainably enhance the water and sanitation sector.
Dr. Sayed Ismail opened the meeting by welcoming the participants, emphasizing the importance of productive cooperation between Egypt and the African Development Bank, and highlighting the role of this partnership in advancing the country’s drinking water and wastewater infrastructure.
During the discussions, the Deputy Minister reviewed the state’s achievements in the sector over the past decade, noting the significant improvements in major projects and the expanded access to water and sanitation services, particularly in rural areas. He stated that rural sanitation coverage increased from 12% in 2014 to a projected 60% by 2025. He also discussed recent developments in operation and maintenance mechanisms, which have seen noticeable improvements.

He highlighted the sector’s strategy extending to 2050, along with the upcoming issuance of the new Water Law expected to be implemented in 2025, which will pave the way for enhancing private-sector participation in water desalination and wastewater treatment—aligned with the state’s vision for maximizing the management of available resources.
For his part, Dr. Abdel Rahman Diaw, Regional Director of the African Development Bank and Head of the Mission, expressed appreciation for the progress made and the quality of the work carried out under the Luxor project.
Meanwhile, Mitchera Chirau, Director of Sanitation and Water at the Bank, commended the success of the results-based financing mechanism applied in the project, affirming that it represents a practical model showcasing the Egyptian government’s commitment to achieving tangible results and linking funding to performance-based outcomes. He added that this mechanism aligns with the Bank’s future plans aimed at improving project quality and sustainability.
Oucine Jean also expressed optimism about replicating this success in other projects supported by Bank institutions, noting its positive impact on enhancing project efficiency and long-term sustainability.
At the close of the meeting, Dr. Sayed Ismail extended his thanks and appreciation to the Project Management Unit team and the Luxor Drinking Water and Wastewater Company for their dedication and ongoing efforts to meet project targets within the specified timeframe.
He stressed the importance of adhering to the terms of the financing agreement between Egypt and the African Development Bank, emphasizing the vital role these projects play in improving citizens’ quality of life and supporting the state’s direction toward achieving sustainable development.
