Minister of Housing Approves Amendment to Urban Design for a 74-Feddan Land Plot

Engineer Sherif El-Sherbiny, Minister of Housing, Utilities, and New Urban Communities, has approved the amendment of the urban design for a land plot covering 74.36 feddans (equivalent to 2,312,312 square meters) in New Beni Suef City.

The land is allocated to the General Authority for Construction and Housing Cooperatives for the establishment of a cooperative housing project, according to Ministerial Decree No. 110 issued on April 20, 2014. The amendment is conducted in accordance with the attached maps, conditions, and boundaries, in addition to the contracts signed on June 21, 2018, and January 29, 2025, which are considered annexes to the decree.

The General Authority for Construction and Housing Cooperatives is obligated not to offer, sell, or advertise any residential units from the project without obtaining prior approval from the New Urban Communities Authority (NUCA), in accordance with applicable rules and procedures.

The authority must also comply with Prime Ministerial Decree No. 2184 of 2022 regarding regulations for the sale of real estate development project units. In addition, an annex to the existing contract must be issued to include these regulations. Failure to comply will result in the cancellation of the decree and the implementation of necessary legal actions.

The service areas within the project are designated exclusively for the residents of the project. If these facilities are used to serve individuals outside the residential community, the area must be re-priced by the specialized committees of NUCA. In case of non-compliance, appropriate legal measures will be taken.

The General Authority for Construction and Housing Cooperatives must also ensure that no unit within the modified area is sold or transferred. If proven otherwise, the ministerial decree will be canceled and considered null and void. The authority must also ensure that the amendments do not conflict with any existing contracts between the authority and current residents or unit owners. If any conflict arises, the decree will be immediately canceled.

The decree also stresses the necessity of submitting detailed execution drawings and technical specifications for utility networks within the agreed development plan and timeline. These documents must be reviewed and approved by NUCA before implementation begins. The authority is required to complete the entire project construction within the approved schedule. Any delay will result in legal action.

The decision further clarifies that the project must be implemented only on the designated land area, after obtaining all required legal permits and in line with the land allocation purpose and approved timeline. Any violation of these conditions will result in the cancellation of the decree and corresponding legal measures.

Additionally, the authority is required to provide electric vehicle charging stations when needed or upon request from relevant authorities, as well as allocate locations for vehicle movement and parking in accordance with the attached requirements and the latest Egyptian Garage Code standards.
