Prime Minister Dr. Mostafa Madbouly delivered a speech on behalf of President Abdel Fattah El-Sisi during his participation in the Second World Summit for Social Development held in Doha, with wide participation from heads of state and government leaders.
Dr. Madbouly began his speech by welcoming the attending leaders, kings, and heads of governments, expressing his gratitude and appreciation to the State of Qatar for its warm hospitality and excellent organization. He praised the significant efforts made by Qatar in cooperation with the United Nations to ensure the success of this important summit.
The Prime Minister noted that the summit is being held amid exceptional and complex circumstances experienced by the region and the world, marked by crises and challenges that hinder the achievement of social and economic development.
He highlighted the importance of the Copenhagen Declaration and Programme of Action, issued by the first World Summit for Social Development in 1995, which aims to address issues such as eradicating poverty, providing decent employment opportunities, and promoting social inclusion, with a focus on supporting developing countries, addressing debt crises, and facilitating financing and technology transfer.

Dr. Madbouly emphasized the importance of the principle of shared but differentiated responsibility as a key foundation for achieving development, stressing that the right to development is one of the fundamental human rights.
Regarding Egypt, he explained that the development path is based on a philosophy that places the human being at the center of priorities, inspired by the 2014 Constitution and Egypt’s Vision 2030. He stated that Egypt has achieved notable progress despite economic and geopolitical challenges through investment in social infrastructure and the strengthening of social protection systems.
He pointed out that the “Takaful and Karama” program, which provides monthly financial support to more than 7 million families, has now become a legal right regulated under the Social Security Law of 2025. Additionally, Egypt launched the “Decent Life” initiative, one of the largest development projects aimed at transforming rural areas, which has been internationally recognized for supporting the Sustainable Development Goals.
The Prime Minister also highlighted the state’s efforts to enhance social protection for persons with disabilities and the elderly through new laws and services, as well as improving public health through initiatives such as “100 Million Healthy Lives,” which succeeded in eliminating Hepatitis C. Egypt is also expanding its comprehensive health insurance system and implementing educational programs and initiatives promoting women’s empowerment, financial inclusion, and entrepreneurship.
On combating poverty, Madbouly explained that Egypt adopts a comprehensive approach addressing all forms and dimensions of poverty, with a focus on tackling multidimensional poverty and establishing a national social protection framework that supports inclusive and sustainable growth.
He also underscored the importance of enhancing responsiveness to emerging challenges such as climate change through flexible digital systems that link economic development with social protection.
Dr. Madbouly concluded his speech by expressing his hope for the summit’s success in fulfilling the aspirations of member states regarding social development, in a way that translates shared global visions into practical and effective action.
