Article 4 of the New Old Rent Law No. 164 of 2025 defines the rental value for residential units under its provisions. In premium areas, the rental value will be set at 20 times the current rent, with a minimum of EGP 1,000. In middle and economic areas, it will be 10 times the current value, with a minimum of EGP 400, while in purely economic areas, the minimum rent will be EGP 250.
Dr. Ibrahim Saber, Governor of Cairo, emphasized the importance of completing the work of the committees formed under the supervision of the deputy governors. These committees are tasked with surveying and evaluating areas according to the amendments outlined in Law No. 164 of 2025, before November 4. The aim of these committees is to classify residential units into three categories: premium, middle, and economic, in preparation for the official announcement of results and the start of implementation.
These directives were issued during the regular meeting of the Cairo Governorate Executive Council, attended by the deputy governors of the four sectors and several local officials.
The Governor also urged district heads to fully cooperate with the Small and Medium Enterprise Development Authority, facilitating all procedures and licenses to support job creation efforts for youth.
Regarding eviction cases under the old rent system, the conditions were outlined as follows:

Delayed payment of the agreed rent by the tenant.

Using the rented unit for a purpose other than its original intent, such as converting it into a commercial shop or storage facility.

Making major structural modifications without the landlord’s approval, resulting in changes to the building or its structural system.

Owning more than one rented unit in the same area or governorate, which violates the law.
