Dr. Sayed Ismail, Deputy Minister of Housing, Utilities, and Urban Communities, chaired a meeting of the committee responsible for preparing the draft executive regulations of the new Drinking Water and Wastewater Utility Regulation Law. The meeting was attended by advisors from the Ministry, as well as representatives from the Water and Wastewater Regulatory Authority and Consumer Protection. This comes as part of the Ministry’s efforts to complete the necessary measures following the approval of Law No. 172 of 2025, which regulates the operation of this vital sector.
During the meeting, the Deputy Minister reviewed the progress made in preparing the draft regulations, emphasizing the importance of ensuring that the executive regulations reflect the strategic objectives of the law and effectively translate its articles into clear, practical, and applicable mechanisms.
The session also discussed the proposed provisions to be included in the regulations. Committee members presented a detailed report outlining the regulatory aspects and provisions aimed at strengthening institutional and supervisory coordination among the relevant authorities, while also improving service quality and ensuring sustainability.
At the end of the meeting, the Deputy Minister called for expediting the drafting process to finalize the executive regulations as soon as possible, so that they can be submitted to the relevant authorities for review and final approval. He stressed that this step is crucial to guarantee the effective implementation of the law’s provisions, thereby achieving its developmental objectives related to the enhancement and modernization of drinking water and wastewater services.
It is worth noting that Law No. 172 of 2025 on the Regulation of the Drinking Water and Wastewater Utility, which was approved and published last month in the Official Gazette, aims to improve the efficiency and quality of water and wastewater services while ensuring their sustainability. The law also focuses on protecting consumer rights and reinforcing the principles of transparency and equality in service delivery.
Additionally, the law includes provisions designed to encourage investment in the sector while safeguarding public interest, ensuring that the sector operates under an independent entity responsible for supervision and regulation.
