Prime Minister Dr. Mostafa Madbouly held a meeting today to follow up on the latest developments in the implementation of various projects in the new cities affiliated with the New Urban Communities Authority. The meeting was attended by Minister of Housing, Utilities, and Urban Communities Eng. Sherif El-Sherbini, Mohamed Ragab, Vice Chairman of the Authority for Financial, Administrative Affairs and Human Resources, and Eng. Ammar Mandour, Vice Chairman of the Authority for Development and Construction.
During the meeting, Minister Sherif El-Sherbini reviewed the plan to launch 261,000 housing units out of a total of 400,000 units in accordance with the presidential directives. These units are scheduled to be released over five phases starting from the fiscal year 2024/2025 until 2026/2027.
He clarified that the first phase was launched in April 2025, offering 36,128 housing units through the Housing and Development Bank, of which 8,760 units have already been reserved. He also noted that the second phase will be launched in November 2025, with a total of 25,012 units available via the Official Egyptian Real Estate Platform, followed by the third phase which will be released in March 2026 on the same platform.
Regarding commercial and administrative units, the minister explained that the fiscal year 2024/2025 witnessed the sale of 1,028 units through public auctions. He also pointed out that the marketing of housing units began in 2018 in cooperation with real estate development companies, with more than 113,000 units offered, along with detailed clarification of sales figures and total revenues.
The meeting also addressed the allocation of units for employees relocating to the New Administrative Capital. The minister confirmed that a committee was formed under his leadership, including representatives from relevant authorities, to identify eligible employees for housing units. He added that priority processing procedures were accelerated for applicants seeking units in the “Zahret El-Assema” project in Badr City, in parallel with addressing requests from applicants for the “Residential District Three (R3)” project. He further emphasized that employees with disabilities are granted special facilitations to ensure they receive housing units.
The window for submitting reservation deposits was opened from October 12 until December 11, 2025, for registered applicants and those with first-priority status. The minister noted that a total of 20,808 units have been completed so far across three phases, with additional locations designated to complete the project on a total area estimated at 253 acres.
For his part, Cabinet Spokesperson Counselor Mohamed El-Homsany announced that the meeting reviewed multiple developments including infrastructure and utilities projects such as roads, water, electricity, and sanitation, in addition to housing initiatives such as the presidential “Housing for All Egyptians” program, middle-income housing, and luxury housing.
The discussion also covered the status of land offerings, the “Beit El-Watan” project for Egyptians abroad, partnership models with the private sector, and the details presented by the Minister of Housing regarding various offerings of land, residential units, administrative and commercial units across the state through different mechanisms such as dollar-based sales from abroad and public auctions.
