Cairo Governor: Smart Cities Are a Qualitative Leap Aimed at Improving Citizens’ Quality of Life

Dr. Ibrahim Saber, Governor of Cairo, witnessed the launch of the first phase of Egypt’s National Smart Cities Strategy announced by the Ministry of Housing, Utilities, and Urban Communities. The event was attended by Eng. Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities; Dr. Amr Talaat, Minister of Communications and Information Technology; Dr. Manal Awad, Minister of Local Development and Acting Minister of Environment; Eng. Adel El-Naggar, Governor of Giza; Stefan Gimberrt, Regional Director for Egypt, Yemen, and Djibouti at the World Bank Group; and Ambassador Andreas Baum, Switzerland’s Ambassador to Egypt.

The Cairo Governor explained that this initiative reflects the Egyptian state’s commitment, under the leadership of President Abdel Fattah El-Sisi, to move forward with establishing modern, sustainable cities capable of addressing contemporary challenges and keeping pace with future aspirations. He pointed out that the announcement of this strategy came during the inauguration of the 12th session of the World Urban Forum in the presence of President Abdel Fattah El-Sisi, emphasizing that smart cities represent a central pillar of the national development agenda.

The Governor added that smart cities are not limited to being urban or infrastructure projects; rather, they represent a comprehensive transformation aimed at enhancing citizens’ quality of life through the use of advanced technology and creative solutions for efficiently managing facilities and services. They also contribute to sustainable energy and resource consumption, environmental protection, the creation of new job opportunities, and attracting both local and international investments.

He stressed that the success achieved in new urban experiments, such as the New Administrative Capital, New Alamein, and New Mansoura, stands as evidence of Egypt’s ability to build integrated cities that balance technological advancement with human and social dimensions. He further noted that these cities have become centers of cultural and developmental influence for Egypt’s future.

The first phase of the National Smart Cities Strategy is designed to address the challenges of rapid urban expansion and accommodate population growth. Its goal is to improve citizens’ quality of life by providing innovative solutions for managing Egypt’s new cities and transforming them into smart cities. This includes enhancing energy conservation, creating new resources, and maximizing the use of existing assets to support sustainable development and raise living standards in these areas.

This phase focuses on developing seven interlinked development sectors to achieve the smart transformation: urban services, housing and community, urban utilities, smart mobility, smart economy, sustainable environment, e-governance and institutional enablers, in addition to promoting digitization and the use of data and information and communication technologies.
