Abdel Khaleq Ibrahim, Assistant Minister of Housing, confirmed that the state has successfully built 1.8 million housing units during the period from 2014 until July 2025, while the private sector contributed with the construction of 1.5 million units during the same period, bringing the total to 3.3 million units.
During the third edition of the “The Investor.. Real Estate” conference organized by Black Diamond, Ibrahim pointed out that the state has developed 25,000 units within the Green Housing Project and is preparing to begin the implementation of an additional 30,000 units. However, he noted that there are challenges, most notably the 20% increase in costs associated with green construction compared to traditional building methods.
In support of this approach, Ibrahim explained that the state is studying a package of incentives to encourage the adoption of green construction. These include reducing administrative licensing fees, extending execution periods, lowering administrative expenses related to ministerial approvals, and increasing the permissible building percentage.

By 2030, the ministry aims to fully implement the green building system. Starting this year, a construction package related to the New Urban Communities Authority will be launched. Additionally, the ministry is working with the Central Bank of Egypt and the Financial Regulatory Authority to study further incentives to strengthen this direction.
The construction package includes the establishment of an electronic platform dedicated to green urbanism, covering technical aspects, incentives, and green financing. It also involves developing carbon certification procedures within the real estate sector. The state will also activate the role of the Egyptian Green Building Council and the Green Executive Office, while working on issuing a specialized guide for green construction and beginning to utilize the rooftops of government buildings to apply new green projects.
