Engineer Sherif El-Sherbini, Minister of Housing, participated in a parliamentary session held to discuss a draft law concerning the rental of premises and the regulation of the relationship between landlords and tenants. The proposed legislation aims to strike a balance between the rights of property owners and tenants, while also considering the needs of vulnerable and low-income groups. The Minister stressed the importance of achieving social equilibrium in the development of executive mechanisms, taking into account tenants’ income levels and social circumstances to ensure fair and equitable solutions.
The Minister clarified that the ministry is examining the exclusion of vacant units and tenants who own multiple residential properties, in order to redirect housing resources to those most in need. These measures are intended to promote the fair use of residential units and prevent the stagnation of real estate assets.
Engineer Sherif El-Sherbini also emphasized the ongoing coordination with the Ministry of Local Development to secure the necessary land to support urban expansion and achieve balanced urban development.
The Minister affirmed that the alternative housing units will vary in price and size to match the financial capabilities of eligible recipients, with priority given to the most vulnerable categories to ensure social justice. Engineer El-Sherbini explained that the Ministry of Housing is working on flexible implementation scenarios to provide the required units, underlining the government’s commitment to both enforcing the law and ensuring suitable alternatives are available.
