Text Messages Sent to Applicants of Housing for All Egyptians 5 with Priority Rankings

Minister of Housing and Utilities, Sherif El-Sherbiny, announced that text messages have begun being sent to applicants of the “Housing for All Egyptians 5” initiative. These messages include the results of their application screening and the ranking of their priority status. He clarified that the Social Housing Fund finalized the priority rankings after the grievance submission period had ended.

Mai Abdel Hamid, CEO of the Social Housing and Mortgage Finance Fund, confirmed that the priority ranking system is based on applicant data and is processed electronically to ensure transparency. A predefined system of priorities is followed to maintain fairness.

According to the announcement, the priority system is applied in two key situations: when the number of low-income applicants exceeds the available housing units, and when the number of differently-abled middle-income applicants exceeds 5% of the available units. In the case of a surplus in middle-income applicants without disabilities, a random draw is conducted.

The criteria for determining priority are as follows:

  1. Married applicants with dependents

  2. Widows/widowers with dependents

  3. Divorced applicants with dependents

  4. Married applicants without dependents

  5. Single applicants

Additional preference is given to smaller families, and in the event of a tie, the older applicant receives priority.

Abdel Hamid further explained the next steps communicated through the text messages:

  1. Applicants who qualify for housing units (to be delivered within 36 months) must begin paying quarterly installments starting July 1, 2025.

  2. Applicants who qualify for ready-to-deliver units will have their files processed and forwarded for field verification.

  3. Applicants who are not eligible under the current “Housing for All Egyptians 5” initiative can withdraw their down payments from post offices. If the withdrawal is made within 30 days of receiving the message, they will be given priority in future project announcements.
