Citizens have been asking about the date for paying rents for old-rent apartments, especially after survey committees in several governorates completed identifying areas in accordance with Law No. 164 of 2025.
The new law aims to achieve a balance between the rights of tenants and landlords while taking into account low-income groups. According to MP Ihab Mansour, the survey committees have finished classifying areas into three categories:

Premium areas (minimum rent of EGP 1,000 per month)

Middle-class areas (EGP 400)

Economic areas (EGP 250)
Starting from December 2026, tenants will be required to pay the monthly rent according to the area’s classification, including the difference retroactively for the previous three months. The classification of areas is based on factors such as location, building structure, available utilities, transportation access, and surrounding services.
The law, which was ratified in August 2025, states that residential contracts will expire after seven years and non-residential contracts after five years unless both parties agree to an early termination. The law also includes the formation of survey committees in each governorate to classify areas and complete their work within three months of the law’s enforcement, with the possibility of extending the duration once.
