Dr. Mohamed Attia El-Fayoumi, Chairman of the Housing Committee in the House of Representatives, outlined the latest developments regarding reconciliation on building violations, emphasizing the need to correct certain legal and administrative misconceptions related to the issue.
El-Fayoumi clarified that he never stated that tenants are a minority, expressing regret over the misinterpretation that spread across social media. He added: “I did not talk about tenants but rather about individuals who politicize the issue and claim to represent tenants—these are unlawful practices.”
He also pointed out that the Administrative Judiciary has issued a new ruling concerning reconciliation in building violation cases. El-Fayoumi explained that the law stipulates that once a citizen submits a reconciliation request and pays the seriousness fee, all judicial and administrative procedures are suspended until the reconciliation process is concluded, whether accepted or rejected. He added: “Anyone who disregards or breaches this provision must be held accountable. There must be legal deterrence.”
Regarding the concerns raised by citizens about Form 8, El-Fayoumi clarified: “Reconciliation does not mean canceling all building permits. Rather, it focuses on legalizing the current status. If someone wishes to make amendments or expansions, they must obtain new permits from the relevant authorities.”
El-Fayoumi stressed the importance of legal oversight on contracts between citizens and real estate developers in the New Administrative Capital, especially in light of delays by some companies. He revealed that the committee has proposed a draft law to protect citizens’ rights in such contracts, emphasizing the need for these contracts to comply with current laws. He also called for administrative reform within local authorities, highlighting the presence of entrenched corruption in some institutions and stressing the need to hold officials accountable for implementing laws correctly and transparently.
