Engineer Sherif El-Sherbini, Minister of Housing, Utilities, and Urban Communities, announced that applications will begin to be accepted from tenants who meet the eligibility criteria for obtaining alternative housing units starting from October 1.
This step comes within the framework of implementing the new provisions of the Law on the Rental of Premises and reorganizing the relationship between landlords and tenants, commonly known in the media as the “Old Rent Law.”

During an extended meeting held remotely via video conference, the minister explained that the application process will remain open for three months through a unified electronic platform, in addition to making the service available at post offices across the country.
He emphasized that the new online system will allow citizens to create accounts to track the status of their applications and complete the required documents, which will help streamline procedures and save time and effort.
Organizing and Reviewing Applications
The minister noted that this step comes in implementation of Article No. (8) of the law, which requires providing alternative units for eligible groups within a period not exceeding six years from the date of the law’s issuance.
He also explained that the Social Housing and Mortgage Finance Support Fund will review and analyze all submitted applications, categorizing them according to priority to determine the needs and number of units required for the targeted groups.
Eligible Categories for Application
For residential units, applications may be submitted by the original tenant who signed the primary lease agreement with the landlord, as well as by a spouse or heirs to whom the lease was extended under the old law.
For non-residential units, the original tenant or those to whom the lease was extended may also apply, provided they complete the required electronic form.

Applicants must enter the property details according to its geographical location and select the appropriate allocation system, such as subsidized rent, rent-to-own, or ownership through mortgage financing.
They may also specify the preferred geographical area for the required unit and track the status of their applications online to complete any necessary documents or information.
