President Abdel Fattah El-Sisi signed Law No. 83 of 2025, which includes amendments to some provisions of Law No. 113 of 1983 concerning the establishment of the National Authority for Tunnels.
The amendments include considering the metro lines and electrically powered rail transport means, in addition to their protective zones, lands, facilities, and buildings belonging to the National Authority for Tunnels that are used for operating these lines and means—such as stations, warehouses, garages, workshops, and administrative offices—as public funds owned by the state.
These public facilities are also designated for public benefit, prohibiting any disposal, seizure, ownership, or acquisition of any real rights over them by prescription.
The protective zones of the metro lines and electrically powered rail transport means are to be determined by a decision from the Cabinet, based on a proposal from the minister responsible for transportation affairs, while taking into account the provisions of Law No. 10 of 1990 regarding the expropriation of properties for public benefit.
