President El-Sisi Ratifies the Law on Periodic Bonus for Civil Service Employees

The official gazette has published President Abdel Fattah El-Sisi’s ratification of Law No. 89 of 2025, which sets the percentage of the periodic bonus for employees governed by the Civil Service Law, grants a special bonus to those not covered by the law, and increases the additional incentive for all state employees. According to the law, the periodic bonus will be 10% of the functional salary for civil service employees, with a minimum of EGP 150 per month. This amount will be considered part of the functional salary as of July 1, 2025.

Article Two stipulates that employees not covered by the Civil Service Law shall receive a special bonus of 15% of their basic salary, effective from July 1, 2025, with a minimum of EGP 150 per month. This bonus shall be treated as part of the basic salary. The bonus will not apply to public authorities that already grant an annual periodic bonus of no less than 10% of the functional salary. In cases where the bonus is calculated based on the basic salary, employees will receive a special bonus starting July 1, 2025, based on the difference between the two percentages.

Article Three provides for an increase in the additional incentive by EGP 700 per month for both civil service employees and those not covered by the law, starting July 1, 2025. This increase will also apply to newly hired employees after this date.

Article Four clarifies that the employees covered include permanent staff, temporary employees with comprehensive remuneration, public officials, and workers at public service and economic authorities across Egypt.

Article Five stipulates that as of July 1, 2025, public sector companies and their employees will receive a monthly grant equal to the difference between the regular annual bonus and the special bonus for state workers, in accordance with the rules used to calculate the annual bonus. This grant will not be added to the basic salary and will be paid as a lump sum. If an employee’s total monthly earnings are less than EGP 7,000, their income will be raised to this amount. The relevant ministers will establish the necessary rules for implementation.

Article Six prohibits combining the bonus specified in Articles Two and Five with the pension increase effective July 1, 2025. If the employee is still in service, they are entitled to the special bonus. If the bonus is less than the pension increase, the pension will be raised by the difference. If the employee has reached retirement age, they are entitled to the pension increase, and if it is less than the bonus, the difference will be paid by the employer.

Article Seven mandates that the Minister of Finance shall issue the necessary decisions to implement the provisions of this law.
