Applications will be screened to determine eligibility, followed by a period for appeals, and then the opportunity to select units through an online platform. Priority for reservation is given to applicants who previously applied but were unable to pay two or more installments.

The units offered in this phase are located in cities such as Capital Gardens, 6th of October, and 10th of Ramadan, with unit sizes ranging from 90 to 127 square meters.
The second phase includes the offering of 101,000 social housing units for low- and middle-income citizens through a random electronic allocation system, with the application period starting from July 8 to August 7, 2025. This offering is limited to applicants who previously applied in the Housing for All Egyptians 5 announcement but were found ineligible. The units are located in cities such as New Obour, New Aswan, and Sadat City, as well as multiple centers across various governorates.
