New Affordable and Middle-Income Housing Units Set for Launch by Ministry of Housing

The Ministry of Housing, Utilities, and Urban Communities is preparing to launch a new range of housing units for both low- and middle-income citizens in the coming period. These projects, part of the ministry’s ongoing initiatives, aim to provide affordable homes across various new cities, with units available for purchase through the New Urban Communities Authority (NUCA) under a “request-based allocation” system.

For middle-income citizens, a new phase of “Sakan Misr” apartments will soon be launched in several new cities. Interested applicants can purchase a brochure containing the application form from the relevant city authority.

Payment Plans for Middle-Income Apartments

The payment structure for these units is as follows:

  • An initial payment of 10% of the unit price, plus 1% administrative fees and 0.5% for the board of trustees, must be made within two months of the allocation notice.
  • A 5% maintenance deposit is required upon signing the contract, along with an additional 5% at the time of delivery.
  • The remaining balance can be paid in equal quarterly installments over 3, 5, 7, or 10 years, with interest calculated based on the current Central Bank of Egypt rate, plus 2% and 0.5% collection fees.
  • The first installment is due three months after the unit is received, with post-dated checks required for future installments.

City authorities will establish a committee to oversee the allocation process, headed by the city’s chief administrator and supported by specialists in real estate, finance, and legal affairs. The committee will accept applications for a one-month period following the project’s announcement.

Eligibility Criteria for Low- and Middle-Income Housing

Applicants must meet the following conditions:

  • Be a natural person with legal capacity.
  • Be at least 21 years old at the time of application.
  • Units can be allocated to a guardian on behalf of a minor.
  • If multiple applicants are interested in the same unit, a public lottery will be held.
  • Prices will be determined by relevant pricing committees.

Social Housing for Low-Income Citizens

The ministry, through the Social Housing and Mortgage Finance Support Fund, is also preparing a new phase of the “Housing for All Egyptians” initiative for low-income citizens. These apartments, ranging from 70 to 90 square meters, will be offered with mortgage financing and payment plans extending up to 30 years.

Low-income citizens can benefit from financial aid of up to EGP 60,000, in addition to subsidies on the land price and interest rate support provided by banks and mortgage finance companies.

Eligibility criteria for social housing units include:

  • Applicants must be natural Egyptian citizens.
  • They must be at least 21 years old at the start of the application process.
  • Families may not apply for more than one unit.
  • Applicants must not have previously received a unit or land in any government housing project, including “Dar Misr” and “Sakan Misr.”
  • Applicants and their families must not have previously received a cooperative loan or other government housing support.

These new initiatives aim to address the housing needs of low- and middle-income Egyptians, ensuring affordable and accessible housing options across the country.
