Engineer Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities, reviewed the latest developments regarding the executive measures for implementing the provisions of Law No. 164 of 2025, which addresses issues related to rental laws and the reorganization of the relationship between landlords and tenants.
This came during a meeting held on Tuesday, attended by Counselor Sherif El-Shazly, Head of the Cabinet’s Advisory Board, along with a group of specialized advisors from the Cabinet’s Advisory Board. The meeting also included several officials from the ministry, representatives from the Housing and Utilities sector, and the Social Housing and Mortgage Finance Support Fund. The CEO of the Social Housing and Mortgage Finance Support Fund also participated via video conference.
The meeting discussed the draft decision of the Prime Minister, which aims to define the rules, conditions, and procedures required for submitting applications for the allocation of alternative housing units for tenants. The draft also outlines priorities for allocating these units, which will be provided by government entities in accordance with Article (8) of Law No. 164 of 2025.

Discussions also covered the mechanisms for receiving tenants’ applications, whether through a unified online platform or via post offices. A specialized team from the Social Housing and Mortgage Finance Support Fund will be responsible for reviewing these applications and setting clear criteria for prioritizing allocations as specified in the draft decision.
