Minister of Housing Issues Decision to Simplify Building Permit Procedures

Engineer Sherif Shorbiny, Minister of Housing, Utilities, and Urban Communities, has issued Ministerial Decision No. 943 of 2024 to amend specific provisions of the Executive Regulations of the Building Law. These amendments replace certain articles that were introduced by Ministerial Decision No. 410 of 2021, specifically Articles 110 Bis, 112 Bis 1, and 117 Bis. This decision aligns with President Abdel Fattah El-Sisi’s directives to streamline and simplify the procedures for issuing building permits within local administrative units, thereby easing the burden on citizens.

Minister Shorbiny emphasized that these amendments are aimed at promoting urban development, a crucial sector driving the national economy. They also aim to curb illegal construction, encourage citizens to obtain building permits for safe and sound buildings, and increase the housing stock available from the private sector.

The minister noted that the amendments restore the Building Law’s provisions, delegating local administrative units, through the technological centers and planning and organizing departments, the authority to prepare site suitability reports and building conditions without the need for specialized university units.

Additionally, the modifications reduce the documentation required for obtaining a building permit. The requirement to provide a notarized contract has been eliminated, and citizens can now submit any proof of ownership to obtain site suitability reports or building permits. This change is expected to expedite the process and reduce complications for citizens seeking permits.
