Eng. Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities, has announced the cancellation of the planning and building regulations issued in March 2021, reverting to the provisions of the Construction Law No. 119 of 2008 and its executive regulations. This decision follows directives from President Abdel Fattah El-Sisi and aims to simplify and streamline the process of obtaining building permits in local administrative units, reducing burdens on citizens and supporting urban development.
According to a statement released on Friday, the Minister emphasized adherence to the height restrictions specified in strategic and detailed planning requirements, as well as approved subdivision regulations and zoning guidelines. All buildings and constructions must comply with Egyptian codes, and commercial and administrative activities will be allowed on the ground and first floors of residential buildings located on streets wider than 10 meters.
El-Sherbiny also noted that Ministerial Decree No. 943, issued on September 3, 2024, includes amendments to the executive regulations of the Construction Law, specifically to articles 110, 112, and 117. These changes will be applied across local administrative units in all governorates.
Eng. Nafisa Hashem, head of the Ministry’s Housing and Utilities Sector, highlighted that these efforts to simplify the process of obtaining building permits are intended to encourage citizens to build safe and healthy structures. This initiative is expected to boost progress in the construction and urban development sectors, which are vital drivers of Egypt’s economy.
