Mai Abdel Hamid: 650,000 Citizens Benefited from Egypt’s Social Housing Program

Mai Abdel Hamid, CEO of the Social Housing and Mortgage Finance Support Fund, participated in the “International Housing Exhibition” conference held in Nigeria from July 27 to August 1, 2025. The conference brought together several African housing ministers and representatives from development organizations.

During her speech, Abdel Hamid highlighted Egypt’s pioneering experience in providing subsidized housing units under the “Housing for All Egyptians” project, which is considered one of the largest housing initiatives in the Middle East and Africa. She explained that the program has successfully delivered adequate housing to more than 650,000 citizens, offering direct financial support of up to EGP 160,000 depending on income levels.

She added that the support provided covers approximately 50 to 60% of the unit’s value and includes down payment assistance, interest rate subsidies, and infrastructure funding. This has been achieved through a productive partnership with the Central Bank of Egypt and the Ministry of Finance to ensure the project’s objectives are met and its sustainability maintained.

Abdel Hamid clarified that the “Housing for All Egyptians” program targets individuals with monthly incomes of up to EGP 12,000 and families with incomes up to EGP 15,000. The program has recently expanded to include middle-income beneficiaries earning up to EGP 20,000 for individuals and EGP 25,000 for families.

She also mentioned that the Fund has financed housing units in cooperation with 31 banks and mortgage finance companies, with total financing reaching around EGP 88 billion. The program has succeeded in integrating 65% of its beneficiaries into the formal financial system, significantly enhancing the financial and social dimensions of the initiative in a sustainable manner.

At the conclusion of her remarks, Abdel Hamid called for strengthened African cooperation in the field of social housing, emphasizing that Egypt’s experience serves as an effective model that could be replicated across other countries on the continent. She also pointed out that this opens up broad opportunities for Egyptian construction companies to expand internationally by executing low-cost housing projects abroad.
