The Social Housing and Real Estate Finance Support Law has introduced several requirements to regulate social housing projects, aiming to provide suitable housing and ensure a decent standard of living for citizens. These projects are proposed, planned, and implemented by the Ministry of Housing, Utilities, and Urban Communities, targeting low- and middle-income citizens.

ToggleThe Social Housing Program Includes the Following:
(A) Provision of residential units for low-income individuals in areas specified by the Ministry of Housing within governorates and new urban communities.
(B) Provision of prepared plots of land (up to 400 square meters) and residential units (up to 120 square meters) for middle-income individuals in new urban communities or other locations determined by the Ministry of Housing, Utilities, and Urban Communities.
These units and land plots are allocated either through direct assignment or public lottery. The Council of Ministers issues a decision that outlines the specific conditions required for applying for these housing units or land plots, in accordance with the general framework defined in Article (8) of the law.

One Unit Per Household Restriction
Citizens are prohibited from benefiting from more than one unit under the social housing program, whether it be a housing unit or a plot of land prepared for construction. This restriction applies to the individual as well as their family, which includes the spouse and minor children.
Real Estate Registration Restrictions
The Real Estate Registration and Documentation Authority is forbidden from conducting any transactions involving social housing units or land plots during the period specified in Article (4) of the law, unless approved by the Board of Directors of the Social Housing Fund. The only exceptions are:

Registering the unit or land in the name of the beneficiary.

Registering a mortgage or a lien in favor of real estate financing institutions.
Penalties for Fraudulent Acquisition of Units
Anyone who submits false information or uses fraudulent methods to obtain a housing unit, a land plot, or financial support from the fund will be subject to imprisonment and/or a fine ranging between EGP 50,000 and EGP 100,000.
