The Ministry of Housing, Utilities, and Urban Communities began accepting applications today to expand rooftop building areas in new cities. Homeowners can now apply to increase their rooftop areas by up to 75% of the total rooftop space, including utility rooms, through the New Urban Communities Authority’s (NUCA) official website: nuca-services.gov.eg.
Eligibility and Conditions
The initiative targets owners of small residential plots (villas or buildings) in new cities who comply with building regulations. The expansions must adhere to specific criteria, including:
- Permitted Units:
- Up to 130 m²: 1 residential unit.
- 131–240 m²: 2 residential units.
- Over 240 m²: 3 residential units.
- Requirements:
- Full compliance with financial, legal, and construction obligations.
- No building violations or height restrictions exceeded.
- Parking spaces must be provided per the Egyptian garage code.
- Activity Distribution:
- If 25% of the rooftop is allocated for utility rooms, only 50% may be used for residential purposes, leaving 25% as open space.
Application Process
Applications for building permits are open from December 1, 2024, for six months. This period may be extended by up to three years upon board approval. However, approvals are valid for only one year after issuance and do not apply to closed housing compounds, social housing, or specific government land schemes.
Financial Terms
Applicants must sign a contract amendment reflecting financial obligations, calculated at a maximum of 80% of the reconciliation fees for the area. A 25% discount applies for immediate payment, mirroring recent reconciliation regulations.
