The Ministry of Housing announced that it will begin receiving applications from tenants seeking alternative units starting in October 2025 for a period of three months, through the unified electronic platform or via post offices. This comes in the implementation of Article 8 of the law regulating rental properties and the relationship between landlords and tenants.
Application submission requires creating an electronic account to track the status of the request and complete the required documents. The application form includes selecting residential or non-residential units, specifying the type of allocation (rent/ownership), and indicating the desired geographic area.

The required documents include:
-
Application form for the original tenant or the legal heir to the contract.
-
Lease contract and supporting documents confirming the continuity of the rental relationship.
-
A declaration to vacate the currently rented property upon receiving the new unit.
-
Personal documents such as national ID cards and birth certificates of dependents.
-
Proof of marital status (marriage certificates, divorce documents, or death certificates).
-
Disability-related documents, such as a government services card or rehabilitation certificate.
For non-residential units, documents proving the nature of activity are required, such as a tax card or commercial registration. Applicants must also provide proof of family income, whether from government entities, the private sector, or freelance activities, in addition to pension documentation for widows and divorcees. The Ministry may request additional documents depending on each offering.
