Minister of Housing, Utilities, and Urban Communities, Engineer Sherif El-Sherbiny, has directed the refund of reservation deposits to citizens who were unable to secure housing units in the most recent offering—without any deductions.
This step comes in response to complaints submitted by several citizens regarding the online reservation process managed through the Housing and Development Bank on a first-come-first-served basis. Units were made available across multiple cities, including New Cairo, New Alamein, Upper Egypt cities, and others, as part of the phased offering that included 400,000 housing units.

The initiative aims to implement President Abdel Fattah El-Sisi’s directives to support middle- and upper-middle-income housing projects, through developments such as Diarna, Jannah, and Sakan Misr, with extended payment facilities of up to 10 years.
The minister also confirmed that the reservation process is currently under review, and citizen complaints are being received via the hotline number 19995 and the email hdb-reservation@hdb-egy.com. In this context, a specialized task force has been formed to evaluate complaints and take necessary measures, including the decision to refund reservation deposits to eligible applicants.
