Engineer Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities, issued Ministerial Decree No. 773 of 2025, which aims to set the average value of construction costs per square meter of buildings. The decision comes within the framework of easing burdens on citizens and encouraging licensed construction. It also sets the building cost estimates in the cities of the New Urban Communities Authority in line with the classification, level, and conditions of each city.
Engineer Nefisa Hashem, Advisor to the Ministry of Housing and Supervisor of the Housing and Utilities Sector at the Ministry, explained that Article One of the decision stipulates the estimation of the average costs for constructing one square meter of buildings.
This includes excavation support, foundations, structural works, masonry, and all types of interior and exterior finishes. The estimates are as follows:

EGP 1,400 per square meter in New Urban Communities Authority cities located within Greater Cairo and Alexandria Governorate.

EGP 1,000 per square meter in those located in other governorates, excluding Upper Egypt governorates.

EGP 800 per square meter in New Urban Communities Authority cities located within Upper Egypt governorates.
