Minister of Housing, Utilities, and Urban Communities, Engineer Sherif El-Sherbiny, announced the introduction of facilitation measures for cooperative housing associations and professional syndicates to complete their projects in the new cities, excluding the North West Coast, for one year. These measures come in response to the requests of these entities and aim to promote development in the new urban areas. The Minister emphasized the importance of adhering to serious criteria, such as constructing at least a ground floor and completing the finishing of facades and surrounding fences as a demonstration of commitment.
The Minister clarified that land plots whose allocations had been previously canceled and not reoffered will be reconsidered through several steps. First, the possibility of separating undeveloped land will be studied in coordination with the relevant authorities. If separation is not feasible or if the project completion rate does not reach 80%, a 6-month grace period will be granted to complete the project, subject to paying 25% of its value. If the required completion percentage is not met by the end of this grace period, an additional 6-month extension may be requested under the same conditions. Failure to comply after the second extension will result in a formal warning and a final one-month grace period. If compliance is still not achieved, the land allocation will be canceled according to the established rules.
The Minister of Housing outlined the conditions for granting these facilitation measures, which include achieving 80% project completion, full implementation of utilities, and payment of financial dues before any grace period is granted. Additionally, any legal claims related to the project must be withdrawn, and the housing units must be allocated to members. These facilitation measures do not apply to lands allocated to syndicates or associations in the North West Coast or those under the National Housing Project. If the concerned entities fail to respond, measures will be taken to reoffer the lands.
