The Ministry of Housing, Utilities, and Urban Communities has officially launched the seventh phase of the “Housing for All Egyptians” program, designated for middle-income earners in 2025. The accompanying conditions booklet is considered a key document, as prospective applicants must carefully review its details to ensure the proper and eligible submission of their applications. The booklet includes all the regulations and requirements related to the application process, such as age groups, income limits, required documents, reservation steps, and payment methods. Therefore, reviewing it is a crucial step before joining the initiative.

Key Eligibility Requirements and Conditions for Applicants

The booklet outlines a number of essential eligibility criteria, particularly those related to employment and applicant background, including the following:

  • The applicant and all family members must hold Egyptian nationality and be at least 21 years old.

  • The applicant must not have previously obtained a housing unit through any of the state’s housing initiatives.

  • The applicant should have a stable monthly income that does not exceed the maximum threshold set by the Ministry of Housing, generally ranging between EGP 14,000 to EGP 18,000 depending on the category.

  • Financial guarantees or proof of electronic transfer must be available to demonstrate the applicant’s ability to pay the initial installment.

  • If both the applicant and their spouse are employed, their financial data must be submitted to ensure accurate assessment of financial capability.

Application and Reservation Steps

The social housing reservation process includes the following steps:

  1. Visit the official website or one of the branches of the New Urban Communities Authority.

  2. Accurately register personal data and upload the required documents (national ID, income statement, proof of residence).

  3. Select the appropriate housing project under the middle-income category (Tier 7).

  4. Pay the reservation down payment via electronic payment methods or the participating bank.

  5. After payment, the applicant receives a serial number to track the status of their application.

Applications are processed based on the order of payment and compliance with eligibility conditions. The results are announced via the official website and email.

Payment Mechanisms and Installment Schedule

The booklet also outlines the mechanisms of payment and the installment schedule for accepted applicants. An initial down payment ranging from EGP 20,000 to EGP 40,000 is required, depending on the unit’s size and location. The first installment is due six months after receiving the unit, with options for monthly or quarterly payments.

The repayment period can extend up to 20 years, with either fixed or variable interest rates. Some projects allow for extended loan durations upon bank approval. Reservation and payment are contingent upon the applicant’s compliance with the terms, and technical support is available to respond to inquiries.
