MP Mohamed Attia El-Fayoumi, Head of the Housing Committee in the House of Representatives, revealed a new government initiative aimed at providing alternative housing units for residents currently living under the old rent system. He described the initiative as a major social step that seeks to ensure justice and meet the needs of a broad segment of citizens, particularly the elderly and original tenants.
In his previous statements, El-Fayoumi explained that for the first time, the government is launching a structured initiative to guarantee alternative housing for tenants who might be affected by the implementation of the Old Rent Law. This move, he emphasized, reflects the state’s commitment to preventing the displacement of families and to offering suitable housing alternatives.
He further noted that the initiative aligns with the philosophy behind the new Old Rent Law, which aims to strike a balance between the rights of property owners and tenants, while preserving social and humanitarian considerations. El-Fayoumi stressed the government’s commitment to offering alternative housing in deserving cases when rental contracts expire or evictions occur, ensuring the protection of the most vulnerable tenants.
Regarding the tenant’s right to demand reimbursement from the landlord for renovations done after vacating the property, El-Fayoumi clarified that civil law does not grant tenants such rights. Once the unit is vacated, it is returned to the landlord without any additional claims.
In the context of rent regulation, President Abdel Fattah El-Sisi ratified Law No. 164 of 2025 concerning amendments to the old rent system. The law aims to balance the rights of landlords and tenants and gradually regulate the rental market while maintaining social stability.
