Dr. Azar highlighted that the new measures allow residential construction up to a maximum of ground floor plus four additional stories without requiring approval from the Engineering Authority of the Armed Forces. This decision aims to simplify procedures, reducing the time and effort needed for citizens to obtain permits.
The governor instructed relevant authorities to overcome any obstacles citizens may face during the licensing process and to maintain ongoing coordination to ensure the swift resolution of applications. The overarching goal is to achieve citizen satisfaction, support urban development, and provide adequate housing for all.
Meeting to Ensure Compliance
In line with efforts to regulate the construction system and address reconciliation requests for building violations, Dr. Azar held an extensive meeting at the Damanhour Cultural Complex. The meeting was attended by Major General Ibrahim Shama, Head of the Licensing Department at the Engineering Authority of the Armed Forces, alongside other senior officials and local leaders.
Dr. Azar expressed her appreciation for the efforts of Major General Shama and his team in promoting urban discipline and supporting development across governorates. She emphasized Beheira’s proactive role in hosting the Engineering Authority to clarify licensing and reconciliation procedures and address inquiries from local officials.

Dr. Azar reiterated the governorate’s zero-tolerance policy toward delays in processing licensing and reconciliation files. She stressed the importance of expediting procedures to meet citizens’ needs and ensure residential stability.
Role of the Engineering Authority
Major General Ibrahim Shama assured that the Engineering Authority is dedicated to simplifying permit issuance and expediting reconciliation processes for building violations under Laws 17 and 187 of 2023. He emphasized the authority’s efforts to regulate construction and reduce informal settlements while ensuring coordination among all relevant parties to achieve sustainable development goals.
