Major General Ismail Kamal, Governor of Aswan, announced that the inventory and zoning committees have fully completed their work. He noted that Aswan was among the first governorates to issue the area classification decision and publish it in the Official Gazette “Al-Waqa’i’ Al-Masriyya” on October 30, 2025, making the decision effective from that date.
He explained that the governorate includes around 10 main cities, most notably Aswan City, which contains the majority of the premium zones. According to the decision, the new rental values will be applied starting September 2025. Rental rates in premium areas will be set at 20 times the original value, with a minimum of 1,000 EGP. For medium areas, rent will be 10 times the original amount with a minimum of 400 EGP, while economic areas will also be 10 times the previous value but with a minimum of 250 EGP.

He added that tenants will be required to pay any rental differences if applicable once the decision comes into effect. For example, if a tenant has been paying 1,000 EGP in a “premium” classified area, the landlord will be entitled to collect the difference starting from September 2025.
The governor confirmed that economic areas do exist and are located mainly outside Aswan City in other districts of the governorate. Meanwhile, Aswan City itself includes both premium and medium zones. The classification also covers cities such as Kom Ombo, Nasr El-Nuba, Daraw, and Edfu.
He emphasized that the decision has become fully enforceable since its publication in the Official Gazette, pointing out that the governorate has not received any notable complaints from either property owners or tenants so far. He stated that the overall atmosphere remains stable. He concluded by affirming that the decision will continue to be implemented over the next seven years to regulate the relationship between contract parties until the contract ends or the unit is vacated according to the law.
