Approval of Urban Planning for a 25-Acre Plot in the New Administrative Capital for the National Authority for Tunnels

Engineer Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities, has approved the urban design for Plot No. (01-P19), which covers an area of 25.88 acres—equivalent to 108,726.458 square meters—located in the Financial District east of the Arts and Culture City within Phase One of the New Administrative Capital.

This land has been allocated to the National Authority for Tunnels under an agreement with the Administrative Capital for Urban Development Company for the purpose of establishing a mixed-use project, in accordance with the approved requirements and standards outlined in the map attached to the decision. The allocation is based on the agreement dated March 27, 2024, the allocation conditions, the handover record and its annex, as well as the final approved land description card.

The decision stipulates that the National Authority for Tunnels must refrain from offering the project units for sale or reservation, or publishing any advertisements related to the project, unless it obtains approval from the competent authority and follows the applicable rules and procedures.

The decision also obliges the authority to comply with Prime Ministerial Decree No. 2184 of 2022 regarding the inclusion of regulations for selling real estate development units as an annex to the contract. Any violation of these regulations will result in the cancellation of the decision and the initiation of necessary legal procedures.

The National Authority for Tunnels must also adhere to the designated building regulations and maximum height restrictions issued by the Ministry of Defense. The decision further requires the authority to submit execution drawings and technical specifications for utility networks connected to the approved master plan and designated area, along with the approved project timeline.

These documents will be reviewed and approved by the competent department within the Administrative Capital for Urban Development Company before implementation begins. Any breach of these requirements will lead to the necessary legal action.

Article Five of the decision states that the project must be implemented within the timeline specified in the contract signed between the National Authority for Tunnels and the Administrative Capital for Urban Development Company, in addition to complying with all related supporting documents.

Regarding permits, the decision clarifies that the National Authority for Tunnels is required to provide the relevant city authority with all necessary documents to obtain construction permits in accordance with the Building Law No. 119 of 2008 and its executive regulations. Permits will not be issued until all due financial obligations have been settled.
