Engineer Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities, has approved the urban design for plot No. (01-P19), covering an area of 25.88 feddans (equivalent to 108,726.458 square meters). The plot is located in the Financial District east of the City of Arts and Culture within Phase One of the New Administrative Capital.
The land has been allocated to the National Authority for Tunnels through the Administrative Capital for Urban Development Company (ACUD) for the establishment of a mixed-use project, in accordance with the regulations, planning criteria, and boundaries shown in the map attached to the decision.
The allocation also follows the terms outlined in the agreement dated March 27, 2024, in addition to the provisions of the allocation requirements, handover report, and the approved final description card of the plot.

The decision obliges the National Authority for Tunnels not to advertise the project or offer any units for sale or reservation without prior approval from the competent authority and in accordance with all applicable procedures and regulations.
The Authority must also comply with Prime Ministerial Decree No. 2184 of 2022, which governs the rules for selling units in real estate development projects. An addendum must be prepared for the existing contract to include these regulations.
In case of violation, the decision will be canceled and the necessary legal actions will be taken.
Compliance with Building Standards and Height Restrictions
The project must fully adhere to the maximum approved building standards, without exceeding the height limitations established by the Ministry of Defense.
The decision further requires the National Authority for Tunnels to submit executive drawings and technical specifications for utility networks based on the approved master plan, designated plot area, and approved timetable.
These documents must be reviewed and approved in advance by the competent authority at ACUD before any construction begins. Legal procedures will be applied in case of any violation of these clauses.
Implementation Timeline and Permit Requirements
Article Five of the decision states that the National Authority for Tunnels must implement the project within the timeframe specified in the contract signed with the Administrative Capital Company, in line with the approved documents and project timeline.
The Authority is also obligated to provide all necessary documents to the relevant city authority to obtain building permits in accordance with Building Law No. 119 of 2008 and its executive regulations.
Permits will only be issued after settlement of all due financial payments.
