A New System for Social Housing Violations: Unit Withdrawal and Financial Penalties

The Ministry of Housing has launched a new system to digitize the reconciliation process for violations related to social housing apartments.

Below are the details of this system and the associated violations:

  • Citizens who have been issued judicial seizure reports will receive SMS notifications.
  • The message will contain a link to the digital system.

  • Next, users must navigate to the requests section and select “Reconciliation Request.” A screen will appear with a choice to download the reconciliation request form. The applicant must then visit automated post offices to pay the required fees using their national ID card.
  • The violator must complete the reconciliation request form and upload the payment receipt to the system. They will then receive an SMS notification confirming whether their request has been accepted.
  • If the reconciliation is approved, the violator must revisit post offices to pay the acceptable. A reconciliation certificate will be issued if the case has been referred to judicial authorities.

Penalties for Violating the Social Housing Law:

The new judicial seizure system introduces stricter penalties, including:

  • Permanent withdrawal of the housing unit in cases where it has been sold illegally.
  • If the settlement is made before filing a court case, reconciliation fees for renting out the unit have been increased to EGP 50,000 (instead of EGP 40,000).
  • If the reconciliation occurs after the case has been filed in court, the settlement fee rises to EGP 75,000.
  • Reconciliation for rental violations is allowed only once, and the violator must remove the violation and pay the required fees.

Statistics on Social Housing Violations:

  • Total number of completed reports: 10,087
  • Total reconciliations made: 3,940
  • Number of convictions issued: 4,253
  • Cases currently being handled by the Public Prosecution: 1,756
  • Judicial cases filed since the system’s launch until December 31, 2024: 372
  • Total rulings issued for unit recovery: 2,231
  • Units successfully reclaimed: 1,389 (with ongoing efforts to execute the remaining final rulings).
