Prime Minister Dr. Mostafa Madbouly today chaired the meeting of the Governors’ Council at the government headquarters in New Alamein City. The meeting addressed a number of topics with the participation of several governors, including Major General Khaled Shuaib, Governor of Matrouh; Major General Amr Hanafi, Governor of the Red Sea; Admiral Ahmed Khaled, Governor of Alexandria; Major General Dr. Hesham Abu El-Nasr, Governor of Assiut; and Dr. Jacqueline Azar, Governor of Beheira. Minister of Local Development Dr. Manal Awad also attended, while other members of the Governors’ Council joined via video conference.
At the outset of the meeting, Dr. Madbouly reaffirmed the government’s commitment to taking all necessary measures to implement the provisions of Law No. 164 of 2025, which regulates the relationship between landlords and tenants regarding rental of residential units. He highlighted the importance of full coordination between ministries, governorates, and relevant authorities to enforce the law, particularly after the Cabinet approved a draft decree establishing the rules for the work of committees responsible for surveying areas that contain rented residential units.
The Prime Minister explained that the decree requires governors to form survey committees headed by senior officials from the governorates, along with experts from relevant authorities such as the Ministry of Housing, the Egyptian General Authority for Survey, and the Real Estate Tax Authority. He emphasized the need for these committees to immediately begin their work to ensure accurate and impartial results, stressing the importance of the declaration form that citizens must submit, which holds them legally accountable for the accuracy of the information provided.

According to the timeline set in the draft decree, these committees must complete their work within three months of the law’s enforcement. Results of the surveys must then be announced at local administrative units to initiate implementation in line with clear standards and regulations for classifying areas and setting the minimum rental values during the designated transitional period.
Minister of Local Development Dr. Manal Awad also reviewed the progress of the 26th wave of efforts to remove encroachments on state-owned and agricultural land, which has resulted in addressing 45,891 cases of violations in recent months. She stressed the importance of continued cooperation between governorates and agricultural directorates to prevent future encroachments on farmland.
Regarding housing projects to replace the old rent system, the minister clarified that nearly 1,298 land plots within urban boundaries, covering an area of 61.2 million square meters, have been identified. These lands are in the process of being handed over to the Ministry of Housing, Utilities, and Urban Communities to proceed with the development of alternative housing projects for old rental units.
