With the launch of the seventh phase of the presidential initiative “Housing for All Egyptians,” new hope is renewed for low- and middle-income citizens through the provision of subsidized housing units at affordable prices and with easy payment conditions.
For the first time, the application process has become fully electronic. The Social Housing and Mortgage Finance Support Fund has adopted an online reservation system through its official website, shmff.gov.eg and the Egypt Digital Platform. This step reflects the state’s move toward digital transformation, aiming to simplify procedures for citizens, reduce overcrowding in government institutions and post offices, and make the application process faster and more convenient.
The new offering includes a wide variety of housing units across several governorates and new cities. For units under construction, which will be delivered within 36 months, there are 9,380 apartments distributed across governorates such as Beheira, New Valley, Dakahlia, Minya, and Matrouh. Meanwhile, the 12,630 ready-to-deliver units are available in cities including Aswan, Beni Suef, Assiut, Luxor, Giza, Fayoum, Menoufia, and Qena. This wide geographical distribution aims to achieve fairness in the allocation of housing projects throughout the republic.
Another notable addition in this phase is the inclusion of apartments within the Green Housing Project for the first time. More than 54,792 eco-friendly units have been announced across new cities, designed to save energy and comply with modern environmental building standards. Financial support is provided for these units under two mortgage systems: an 8% interest rate for low-income applicants and 12% interest for middle-income applicants. This aligns with the state’s sustainable development strategies and commitment to environmentally responsible housing.
The Fund has also offered a new opportunity for applicants from the fifth phase of the initiative who were not previously allocated units. They can now reapply in this current phase without paying the administrative fees again—only a symbolic amount of 150 EGP is required. This decision highlights the Ministry of Housing’s commitment to promoting social justice and ensuring equal opportunities for all citizens.
